{"id":27530,"date":"2025-11-07T00:19:22","date_gmt":"2025-11-06T16:19:22","guid":{"rendered":"https:\/\/amnestyhk.org\/en-us\/?p=27530"},"modified":"2025-11-07T00:27:40","modified_gmt":"2025-11-06T16:27:40","slug":"cop30-un-climate-summit","status":"publish","type":"post","link":"https:\/\/amnestyhk.org\/en-us\/cop30-un-climate-summit\/","title":{"rendered":"COP30: People, not profits and power, must be at the heart of negotiations at UN Climate summit"},"content":{"rendered":"\n<ul class=\"wp-block-list\">\n<li><em><strong>Climate defenders from across Brazil, Ecuador, Paraguay and Peru \u2013 some of the most dangerous countries in the world to defend the environment and climate \u2013 will be part of the Amnesty delegation to COP30<\/strong><\/em><\/li>\n\n\n\n<li><em><strong>Amnesty International is also urging governments to resist aligning with US President Trump\u2019s denial of the accelerating climate crisis and instead demonstrate true climate leadership<\/strong><\/em><\/li>\n<\/ul>\n\n\n\n<p>COP30 leaders must keep people, and not profits and power, at the heart of negotiations by&nbsp;committing to protect and address activists\u2019 demands to ramp up the climate action our planet&nbsp;urgently needs \u2013 a full, fast, fair and funded fossil-fuel phase-out and just transition to sustainable&nbsp;energy for all, in all sectors, Amnesty International said ahead of the annual UN climate summit in&nbsp;Brazil.&nbsp;<\/p>\n\n\n\n<p>\u201cThe global climate crisis is the single biggest threat to our planet and demands a befitting&nbsp;response. The effects of climate change are becoming more pronounced across the whole world. We confront increasingly frequent and severe storms, wildfires, droughts and flooding, as well as sea&nbsp;level rise that will destroy some small island states,\u201d said Agn\u00e8s Callamard, Amnesty International\u2019s Secretary General, who will be attending the conference.&nbsp;<\/p>\n\n\n\n<p>\u201cCOP30 in Brazil presents an opportunity for collective resistance against those trying to reverse years of commitments and efforts to keep global warming below 1.5\u00b0C. The fact that levels of\u00a0<a href=\"https:\/\/wmo.int\/media\/news\/carbon-dioxide-levels-increase-record-amount-new-highs-2024\" target=\"_blank\" rel=\"noreferrer noopener\">carbon dioxide in the atmosphere<\/a>\u00a0soared by a record\u00a0amount last year should ring alarm bells for world leaders at COP30.<\/p>\n\n\n\n<p>\u201cAmnesty International is urging governments to resist aligning with the Trump administration\u2019s\u00a0denial of the accelerating climate crisis and instead demonstrate true climate leadership. In the face\u00a0of President Trump\u2019s rejection of science coupled with the intensified lobbying for fossil fuels, global leaders must\u00a0redouble their efforts to take urgent climate action \u2013 with or without the US. They must push back\u00a0against attempts to\u00a0<a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2025\/10\/02\/clean-energy-grants-canceled\/\">curtail\u00a0<\/a><a href=\"https:\/\/www.theguardian.com\/environment\/2025\/feb\/21\/trump-scientific-research-climate\" target=\"_blank\" rel=\"noreferrer noopener\">funding<\/a>\u00a0for renewable energy projects and resist the bullying efforts by the USA\u00a0and others to weaken\u00a0<a href=\"https:\/\/www.economist.com\/briefing\/2025\/07\/31\/the-humbling-of-green-europe?utm_campaign=r.twib-newsletter&amp;utm_medium=email.internal-newsletter.np&amp;utm_source=salesforce-marketing-cloud&amp;utm_term=10\/15\/2025&amp;utm_id=2115143\" target=\"_blank\" rel=\"noreferrer noopener\">policies<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c3vnl0yxg53o\" target=\"_blank\" rel=\"noreferrer noopener\">regulations<\/a>\u00a0to combat climate change.\u00a0<\/p>\n\n\n\n<p>\u201cHumanity can win if states commit at COP30 to a full, fast, fair and funded fossil-fuel phase-out and just transition to sustainable energy for all, in\u00a0all sectors, as recently confirmed by the International Court of Justice\u2019s recent\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/07\/global-international-court-of-justices-landmark-opinion-bolsters-fight-for-climate-justice-and-accountability\/\" target=\"_blank\" rel=\"noreferrer noopener\">Advisory Opinion<\/a>. These commitments must go hand-in-hand with a significant injection of climate finance, in the form of\u00a0grants, not loans, from states that are the worst culprits for greenhouse gas emissions. Crucially, states must take steps to protect climate activists and environmental defenders. This is the\u00a0only way to secure climate justice and protect the human rights of billions of people.\u201d\u00a0<\/p>\n\n\n<blockquote class=\"blockquote is-lined\"><p>Humanity can win if states commit at COP30 to a full, fast, fair and funded fossil-fuel phase-out and just transition to sustainable energy for all, in&nbsp;all sectors.<\/p>\n<cite>Agn\u00e8s Callamard<\/cite><\/blockquote>\n\n\n<p><a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2025\/11\/what-is-cop-and-why-is-this-years-meeting-in-brazil-so-important\" target=\"_blank\" rel=\"noreferrer noopener\">Brazil will host the 30th Conference of Parties (COP30)\u00a0<\/a>of the United Nations Framework Convention\u00a0on Climate Change (UNFCCC) in Bel\u00e9m from 10 to 21 November. More than 190 parties to the Paris\u00a0Agreement will discuss issues such as scaling up climate finance, especially for adaptation, national targets for reducing greenhouse gas emissions; how and when to \u201ctransition away\u201d from fossil fuels as agreed at COP28; and how to support measures to reduce climate harms and address unavoidable loss and damage in lower income countries that are bearing the brunt of climate change despite contributing the least to it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-keeping-people-at-the-centre-of-decision-making-at-cop30-nbsp\"><strong>Keeping people at the centre of decision-making at COP30&nbsp;<\/strong><\/h2>\n\n\n\n<p>Amnesty International believes that a rapid, equitable and just transition must put the people most affected by climate change at the heart of all decision-making to achieve climate justice.<\/p>\n\n\n\n<p>This year, Amnesty International will be joining forces with environmental activists who\u00a0frequently risk their lives to defend human rights. \u00a0Climate defenders from across Brazil, Ecuador, Paraguay and Peru \u2013 some of the most dangerous\u00a0regions in the world to defend the environment and climate \u2013 will accompany the Amnesty\u00a0delegation to COP30. The activists include representatives of\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/04\/brasil-y-paraguay-itaipu-hacia-la-restitucion-territorial\/\" target=\"_blank\" rel=\"noreferrer noopener\">Av\u00e1 Guaran\u00ed Paranaense<\/a>,\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/08\/ecuador-gas-flares-amazon-threatens-human-rights-present-and-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">Guerreras por\u00a0la Amazon\u00eda<\/a>,\u00a0<a href=\"https:\/\/www.instagram.com\/reel\/DQE8bzFCBLw\/?igsh=MWdzNmR5Mm1hc3R0bQ%3D%3D\" target=\"_blank\" rel=\"noreferrer noopener\">Movement of Working Children and Adolescents (MANTHOC),<\/a>\u00a0<a href=\"https:\/\/www.instagram.com\/p\/DPhDRXVj4F-\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Organization of\u00a0Andean and Amazonian Indigenous Women of Peru (ONAMIAP)<\/a>,\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2023\/07\/afro-latina-caribbean-women-struggle-for-justice\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rede Vozes Negras Pelo Clima<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/campaigns\/2025\/06\/fuego-en-corazon-de-amazonia-ecuatoriana\/\" target=\"_blank\" rel=\"noreferrer noopener\">Union of People Affected by Texaco<\/a>. \u00a0<\/p>\n\n\n\n<p>\u201cAround the world we are seeing alarming evidence of shrinking civic space for climate activism, reflected too in the silencing of defenders within the UNFCC. Too many defenders cannot attend COP30 due to persecution for their&nbsp;defence of human rights. &nbsp;We expect COP30 to deliver a strong message regarding the role of those on the frontline of climate activism and the necessity to protect them,\u201d said Agn\u00e8s Callamard.<\/p>\n\n\n<blockquote class=\"blockquote is-lined\"><p>We expect COP 30 to deliver a strong message regarding the role of those on the frontline of climate activism and the necessity to protect them.<\/p>\n<cite>Agn\u00e8s Callamard<\/cite><\/blockquote>\n\n\n<h2 class=\"wp-block-heading\" id=\"h-leadership-at-cop30-nbsp\"><strong>Leadership at COP30&nbsp;<\/strong><\/h2>\n\n\n\n<p><a href=\"https:\/\/www.amnesty.org\/en\/documents\/ior40\/0437\/2025\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amnesty International is calling on COP30 delegates<\/a>\u00a0to:\u00a0<\/p>\n\n\n\n<p>1. Conclude with a clear plan and timeline to phase out fossil fuels, deliver the wholly\u00a0inadequate\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/11\/cop29-finance-target-is-a-blueprint-for-inequalities-and-violations\/\" target=\"_blank\" rel=\"noreferrer noopener\">USD 300 billion climate finance target (agreed upon in COP29)\u00a0<\/a>and scale up the\u00a0provision of public grants-based finance. The plan must also ensure that international investments flow\u00a0into projects that actually help to address climate change and not into risky and unproven\u00a0technologies like direct air capture or solar or marine geo-engineering that could cause\u00a0human rights harms and delay the fossil fuel phase out we need.\u00a0<\/p>\n\n\n\n<p>2. Encourage high-income high-emitting states, especially those historically the most\u00a0responsible for climate change, to come forward with new and additional contributions to\u00a0the\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/programs\/funding-for-loss-and-damage\" target=\"_blank\" rel=\"noreferrer noopener\">Fund for responding to Loss and Damage<\/a>\u00a0to meet the scale of need. Also, the Fund\u2019s\u00a0Board must conduct its activities in a transparent, inclusive, and accountable manner while\u00a0ensuring\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/04\/global-loss-and-damage-fund-for-climate-change-must-not-restrict-the-role-of-civil-society\/\" target=\"_blank\" rel=\"noreferrer noopener\">direct access to funding for affected communities<\/a>\u00a0and insulation from undue\u00a0<a href=\"https:\/\/www.amnesty.org\/en\/documents\/ior40\/9235\/2025\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">private\u00a0sector influence<\/a>.\u00a0<\/p>\n\n\n\n<p>Through its COP30 presidency, Brazil should show leadership by strengthening recognition,\u00a0protection and meaningful participation of climate defenders in multilateral decision-making spaces\u00a0and by supporting initiatives such as the\u00a0<a href=\"https:\/\/lead-initiative.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Leaders network for Environmental Activists and Defenders\u00a0(LEAD)\u00a0<\/a>that will be officially launched at COP30. \u00a0It should also lead on the launch of a new\u00a0<a href=\"https:\/\/climatenetwork.org\/resource\/discussion-paper-belem-action-mechanism-october-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">Belem\u00a0Action Mechanism for a Global Just Transition (BAM)<\/a>\u00a0proposed by several Observer Constituencies.\u00a0Domestically, it should halt its planned expansion of fossil fuel projects and clarify when and how it\u00a0will phase out all fossil fuel production and use.\u00a0<\/p>\n\n\n\n<p>\u201cIn stark contrast to what President Trump would have you believe, a fossil fuel-free future is&nbsp;essential to humanity\u2019s survival.
