{"id":28237,"date":"2025-12-10T14:39:00","date_gmt":"2025-12-10T06:39:00","guid":{"rendered":"https:\/\/amnestyhk.org\/zh-hk\/?p=28237"},"modified":"2025-12-11T00:34:45","modified_gmt":"2025-12-10T16:34:45","slug":"whrd_ngo_jointstatement","status":"publish","type":"post","link":"https:\/\/amnestyhk.org\/zh-hk\/whrd_ngo_jointstatement\/","title":{"rendered":"\u975e\u653f\u5e9c\u7d44\u7e54\u4e16\u754c\u4eba\u6b0a\u65e5\u806f\u5408\u8072\u660e\uff1a\u9999\u6e2f\u653f\u5e9c\u61c9\u7acb\u5373\u91cb\u653e\u9112\u5e78\u5f64\u53ca\u674e\u5353\u4eba\u00a0\u00a0"},"content":{"rendered":"\n\n\n\n\n<p>\u6211\u5011\uff0c\u4ee5\u4e0b\u806f\u7f72\u7684\u6cd5\u5f8b\u53ca\u516c\u6c11\u793e\u6703\u7d44\u7e54\uff0c\u7dca\u6025\u547c\u7c72\u9999\u6e2f\u7279\u5225\u884c\u653f\u5340\u653f\u5e9c\u7acb\u5373\u91cb\u653e\u9112\u5e78\u5f64\u53ca\u674e\u5353\u4eba\uff0c\u64a4\u92b7\u91dd\u5c0d\u4ed6\u5011\u7684\u6240\u6709\u672a\u6c7a\u5211\u4e8b\u63a7\u7f6a\uff0c\u4e26\u64a4\u92b7\u4ed6\u5011\u6b64\u524d\u7684\u5b9a\u7f6a\u3002\u6211\u5011\u9032\u4e00\u6b65\u4fc3\u8acb\u7576\u5c40\u505c\u6b62\u5c0d\u884c\u4f7f\u4eba\u6b0a\uff08\u7279\u5225\u662f\u8868\u9054\u3001\u7d50\u793e\u53ca\u548c\u5e73\u96c6\u6703\u81ea\u7531\u6b0a\u5229\uff09\u7684\u4eba\u58eb\u63d0\u8d77\u5211\u4e8b\u8a34\u8a1f\u3002&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u5c0d\u65bc\u9999\u6e2f\u653f\u5e9c\u5c07\u9112\u5e78\u5f64\u548c\u674e\u5353\u4eba\u7684\u5be9\u8a0a\u75312025\u5e7411\u670811\u65e5\u9032\u4e00\u6b65\u62bc\u5f8c\u81f32026\u5e741\u670822\u65e5\u7684\u6c7a\u5b9a\uff0c\u6211\u5011\u6df1\u8868\u907a\u61be\u3002\u5169\u540d\u5171\u540c\u88ab\u544a\u56e0\u53c3\u8207\u300c\u9999\u6e2f\u5e02\u6c11\u652f\u63f4\u611b\u570b\u6c11\u4e3b\u904b\u52d5\u806f\u5408\u6703\u300d\uff08\u652f\u806f\u6703\uff09\u4e8b\u52d9\uff0c\u88ab\u63a7\u9055\u53cd\u300a\u570b\u5bb6\u5b89\u5168\u6cd5\u300b\u4e0b\u7684\u300c\u717d\u52d5\u985b\u8986\u570b\u5bb6\u653f\u6b0a\u300d\u7f6a\uff1b\u4ed6\u5011\u9762\u81e8\u5b9a\u7f6a\u53ca\u6700\u9ad8\u53ef\u9054\u5341\u5e74\u7684\u76e3\u7981\u3002&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u9112\u5e78\u5f64\u548c\u674e\u5353\u4eba\u4e8c\u4eba\u591a\u6b21\u7533\u8acb\u4fdd\u91cb\u88ab\u62d2\uff0c\u4e14\u5176\u5be9\u8a0a\u5728\u904e\u53bb\u4e00\u5e74\u5167\u7adf\u5169\u5ea6\u88ab\u62bc\u5f8c\u3002\u6700\u65b0\u6392\u671f\u7684\u5be9\u8a0a\u65e5\u671f\u70ba2026\u5e741\u670822\u65e5\uff0c\u9019\u8ddd\u96e2\u4ed6\u5011\u6700\u521d\u88ab\u6355\u5df2\u9577\u905452\u500b\u6708\u3002\u6839\u64da\u570b\u969b\u7279\u8d66\u7d44\u7e54\u7684\u7814\u7a76\uff0c\u9019\u6bb5\u6642\u9577\u662f\u9999\u6e2f\u570b\u5b89\u76f8\u95dc\u6aa2\u63a7\u6848\u4ef6\u5e73\u5747\u5be9\u524d\u7f88\u62bc\u671f\u7684\u56db\u500d\u4ee5\u4e0a\uff0c\u51f8\u986f\u4e86\u570b\u5b89\u7576\u5c40\u63a1\u53d6\u7684\u61f2\u7f70\u6027\u624b\u6bb5\u3002<sup>1<\/sup>&nbsp;<\/p>\n\n\n\n<p>\u6839\u64da\u9069\u7528\u7684\u570b\u969b\u6cd5\u53ca\u6a19\u6e96\uff0c\u5305\u62ec\u5df2\u7d0d\u5165\u9999\u6e2f\u300a\u57fa\u672c\u6cd5\u300b\u7684\u300a\u516c\u6c11\u6b0a\u5229\u548c\u653f\u6cbb\u6b0a\u5229\u570b\u969b\u516c\u7d04\u300b\uff0c\u7576\u5c40\u6709\u8cac\u4efb\u78ba\u4fdd\u88ab\u5be9\u524d\u7f88\u62bc\u7684\u4eba\u58eb\u80fd\u8fc5\u901f\u88ab\u5e36\u81f3\u53f8\u6cd5\u6a5f\u95dc\uff0c\u4e26\u5728\u7121\u4e0d\u7576\u5ef6\u8aa4\u7684\u60c5\u6cc1\u4e0b\u63a5\u53d7\u5be9\u8a0a\u3002\u4ed6\u5011\u6709\u6b0a\u4eab\u6709\u8fc5\u901f\u7684\u53f8\u6cd5\u7a0b\u5e8f\uff1b\u82e5\u672a\u80fd\u5728\u5408\u7406\u6642\u9593\u5167\u4f5c\u51fa\u88c1\u6c7a\uff0c\u7576\u5c40\u5fc5\u9808\u4e88\u4ee5\u91cb\u653e\u3002&nbsp;<\/p>\n\n\n\n<p>2023\u5e74\uff0c\u806f\u5408\u570b\u4efb\u610f\u62d8\u7559\u554f\u984c\u5de5\u4f5c\u7d44\u88c1\u5b9a\uff0c\u7576\u5c40\u5c0d\u9112\u5e78\u5f64\u7684\u62d8\u7559\u5c6c\u4efb\u610f\u6027\u8cea\u3002<sup>2<\/sup>&nbsp;\u63a8\u800c\u5ee3\u4e4b\uff0c\u6b64\u88c1\u5b9a\u4ea6\u61c9\u9069\u7528\u65bc\u674e\u5353\u4eba\uff1b\u5169\u4eba\u7686\u50c5\u56e0\u884c\u4f7f\u8868\u9054\u3001\u7d50\u793e\u53ca\u548c\u5e73\u96c6\u6703\u81ea\u7531\u6b0a\u5229\u800c\u88ab\u525d\u596a\u4e86\u81ea\u7531\u3002\u9112\u3001\u674e\u4e8c\u4eba\u5728\u5be9\u8a0a\u524d\u4e00\u76f4\u5805\u7a31\u6e05\u767d\u3002\u4ed6\u5011\u5c0d\u4e2d\u570b\u7576\u5c40\u516c\u958b\u516d\u56db\u4e8b\u4ef6\u771f\u76f8\u7684\u6b63\u7576\u547c\u7c72\u53ca\u5176\u5728\u652f\u806f\u6703\u7684\u89d2\u8272\uff0c\u7d55\u4e0d\u61c9\u6210\u70ba\u6aa2\u63a7\u7684\u7406\u7531\u3002\u7136\u800c\uff0c\u7576\u5c40\u537b\u4ee5\u7dad\u8b77\u300c\u570b\u5bb6\u5b89\u5168\u300d\u70ba\u85c9\u53e3\uff0c\u7e7c\u7e8c\u5c0d\u4ed6\u5011\u4f5c\u51fa\u300c\u4efb\u610f\u62d8\u7559\u300d\u3002&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u9112\u5e78\u5f64\u548c\u674e\u5353\u4eba\u7684\u6848\u4ef6\u6e05\u695a\u8aaa\u660e\u4e86\u9999\u6e2f\u653f\u5e9c\u5982\u4f55\u5229\u7528\u300a\u570b\u5b89\u6cd5\u300b\u53ca\u5176\u4ed6\u5b9a\u7fa9\u542b\u7cca\u4e14\u904e\u65bc\u5ee3\u6cdb\u7684\u6cd5\u5f8b\uff0c\u4f5c\u70ba\u93ae\u58d3\u7684\u6a5f\u5236\u3002&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u503c\u6b64\u4e16\u754c\u4eba\u6b0a\u65e5\u4e4b\u969b\uff0c\u6211\u5011\u547c\u7c72\u9999\u6e2f\u653f\u5e9c\u5c65\u884c\u5176\u4eba\u6b0a\u7fa9\u52d9\u3002\u6211\u5011\u4fc3\u8acb\u7576\u5c40\u6309\u7167\u570b\u969b\u6cd5\u53ca\u570b\u969b\u6a19\u6e96\uff0c\u5145\u5206\u5c0a\u91cd\u9112\u5e78\u5f64\u3001\u674e\u5353\u4eba\u53ca\u6240\u6709\u5176\u4ed6\u56e0\u570b\u5b89\u76f8\u95dc\u6cd5\u5f8b\u689d\u6b3e\u800c\u5728\u6e2f\u88ab\u62d8\u7559\u53ca\u6aa2\u63a7\u4eba\u58eb\u7684\u4eba\u6b0a\uff0c\u4e26\u8981\u6c42\u9999\u6e2f\u653f\u5e9c\uff1a&nbsp;&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>\u7acb\u5373\u7121\u689d\u4ef6\u64a4\u92b7\u91dd\u5c0d\u9112\u5e78\u5f64\u548c\u674e\u5353\u4eba\u7684\u6240\u6709\u570b\u5b89\u63a7\u7f6a\u4e26\u4e88\u4ee5\u91cb\u653e\uff0c\u540c\u6642\u64a4\u92b7\u4ed6\u5011\u6b64\u524d\u7684\u5b9a\u7f6a\u3002&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol start=\"2\" class=\"wp-block-list\">\n<li>\u505c\u6b62\u5229\u7528\u4efb\u4f55\u5211\u4e8b\u63a7\u7f6a\u91dd\u5c0d\u884c\u4f7f\u4eba\u6b0a\uff08\u7279\u5225\u662f\u8868\u9054\u81ea\u7531\u53ca\u5176\u4ed6\u57fa\u672c\u81ea\u7531\uff09\u7684\u4eba\u58eb\u3002&nbsp;&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol class=\"wp-block-list\">\n<li>\u5bb9\u8a31\u4e26\u5354\u52a9\u548c\u5e73\u60bc\u5ff51989\u5e74\u7684\u516d\u56db\u4e8b\u4ef6\uff0c\u78ba\u4fdd\u6240\u6709\u4eba\u90fd\u80fd\u81ea\u7531\u5730\u5411\u516d\u56db\u5016\u5b58\u8005\u81f4\u656c\u3001\u60bc\u5ff5\u6b7b\u96e3\u8005\u53ca\u5411\u7576\u5c40\u554f\u8cac\uff0c\u800c\u4e0d\u6703\u56e0\u81ea\u7531\u884c\u4f7f\u8868\u9054\u3001\u7d50\u793e\u6216\u548c\u5e73\u96c6\u6703\u81ea\u7531\u800c\u906d\u5230\u5831\u5fa9\u6216\u963b\u6493\u3002&nbsp;<\/li>\n<\/ol>\n\n\n\n<ol
