Amnesty International Hong Kong Overseas makes this submission in response to the one-month public consultation on proposals to improve the laws on sexual offences in Hong Kong, launched by the Security Bureau on 7 July 2026.
Amnesty International Hong Kong Overseas welcomes the proposed introduction of a statutory definition of consent and a list of circumstances in which consent is absent. This submission identifies specific areas where the proposals could be strengthened to align more fully with international human rights standards that apply to Hong Kong, namely the mental element of consent, the admissibility of sexual-history evidence, image-based sexual abuse including AI-generated intimate images, resources for implementation, and equal access to justice.
